The Nilgiris E-Pass for Ooty — Who Needs One, How to Get It, and What It Costs
A free online pass, a QR code on your phone, five check-posts and a daily cap. Almost everything else you have read about it is either out of date or someone else's district.
In short
The Nilgiris e-pass is free — ₹0 — and is applied for at epass.tnega.org. It is required for private and tourist vehicles entering the district. Vehicles on TN-43 Nilgiris plates and travellers arriving by train or bus are exempt. Daily caps are 6,000 vehicles on weekdays and 8,000 at weekends, allotted first come, first served, and there are five check-posts.
Reviewed 20 September 2026 · this page is re-verified against epass.tnega.org and Nilgiris district orders on the first working day of every month
Last verified: 20 September 2026 — and this is a rule that moves
The e-pass came out of a Madras High Court direction in May 2024 and has been revised by the court and the district administration several times since, including an April 2025 revision that cut the check-post list from eight to five. Published sources currently disagree on whether the requirement runs year-round or only in the April–June season. We check the portal and the district's own orders on the first working day of each month and date-stamp this page when we do. Before you drive up, open epass.tnega.org yourself — it takes one minute and it is the only source that is never stale.

Who needs a pass and who does not
You need one
- Any private car, SUV or tempo traveller registered outside the Nilgiris
- Tourist-plate vehicles hired in Coimbatore, Bangalore, Chennai, Mysore or Kochi
- Self-drive rentals — the pass is tied to the registration number, so it must be yours
- Two-wheelers ridden into the district by visitors
You are exempt
- Vehicles on TN-43 Nilgiris registration
- Anyone arriving by train or by government bus — a High Court relaxation, and the reason we suggest the rail route from Chennai
- Toy train passengers on the Nilgiri Mountain Railway
- Government vehicles, ambulances, and commercial or agricultural service vehicles
- Electric vehicles still need the pass but get priority in the daily allocation
Applying, step by step
1 · Choose district and traveller type
Open epass.tnega.org and pick the Nilgiris pass. The first question is whether you are a domestic or a foreign traveller. Kodaikanal has its own pass on the same portal with its own lower caps — if your trip covers both hill stations, you need both.
2 · Mobile number and OTP
An Indian mobile number and the one-time password sent to it is the whole of the authentication. Use the number that will actually be in the car, because any message about your pass goes there.
3 · Vehicle, passengers and dates
Vehicle class and full registration number, the number of people travelling, your entry and exit dates and your accommodation address inside the district, plus the driver's identity details. Nothing is uploaded, so get the registration number right first time — a typo makes the pass useless at the gate.
4 · Download and print the QR
The pass appears immediately as a PDF with a QR code. Save it to your phone and print one copy. Mobile signal at Kallar and Mel Gudalur is unreliable, and a queue of thirty cars behind you is a poor time to discover it.
The five check-posts, and which one you will meet
Which post you reach is decided entirely by the direction you approach from. You will pass exactly one of these on the way in.
| Check-post | On the road from | Notes |
|---|---|---|
| Kallar | Coimbatore and Mettupalayam via NH181 | The busiest gate. Green tax is collected here in cash |
| Kunjapanai | Mettupalayam towards Kotagiri | The 4-bend Kotagiri ghat route |
| Masinagudi | Mysore and Bangalore via Sigur ghat | Cars only; 36 hairpin bends above it |
| Mel Gudalur | Mysore, Bangalore and Kerala via Gudalur | The coach and truck route |
| Geddai | Kerala side approaches | Smallest of the five |
What to have in the car at the gate
Carry these four things
- The e-pass QR, printed as well as on the phone
- The driver's licence
- The vehicle registration certificate
- Your hotel booking invoice showing the address you entered on the pass
And this much cash
- Green tax, two-wheeler: ₹50 – 100
- Green tax, car: ₹150 – 200
- Green tax, SUV or MUV: ₹200 – 300
- Green tax, minibus: ₹300 – 500
- It is collected by municipal staff at the post, in cash, and it is a separate charge from the e-pass
What happens when the daily cap fills
The cap is 6,000 vehicles on a weekday and 8,000 at a weekend, first come first served, and for most of the year it is a number on a page rather than a problem. It becomes a problem in a narrow window: the April and May peak around the Summer Festival and the Flower Show, the long weekends that fall in that period, and the last ten days of December. On those dates the allocation for a Saturday can be gone before the preceding Wednesday.
If your date is full, the portal will show it when you apply, not when you arrive, which is the one mercy in the system. Your options are to shift entry by a day, to enter on a weekday instead of Saturday, or to leave the car below the ghat and come up by train or bus, which carries no pass requirement at all. What does not work is arriving without a pass and negotiating at the post; the check is a QR scan against a list, and there is nobody at the gate with the authority to add you to it.
Apply as soon as your dates are fixed. It costs nothing, so there is no penalty for applying early and no refund to chase if you cancel. For the April–June season we file our guests' passes the same day the booking is confirmed, which is usually 30 to 45 days out.
Where the rule came from, and why it keeps changing
The pass is not a tourism measure. It is a court-ordered cap on vehicle numbers in two fragile hill districts, directed by the Madras High Court in May 2024 and covering both the Nilgiris and Kodaikanal. Because it lives in litigation rather than legislation, it moves whenever the case does. The April 2025 revision reduced the enforcing check-posts from eight to five, dropping Kakkanalla, Nadugani and Thalur. Relaxations have exempted train and bus arrivals. Sources published in 2026 disagree on whether enforcement is now permanent and year-round or reverts to the summer peak, and we are not going to pretend otherwise on a page that people plan around.
That is also why the honest instruction is the same in every case: apply anyway. If the requirement is suspended on your dates, you have lost five minutes and no money. If it is in force and you did not apply, you have lost the trip at a barrier 88 km from your hotel.

Questions we answer daily
Is the Ooty e-pass free?
Yes. The Nilgiris e-pass costs ₹0 on epass.tnega.org and the QR PDF is issued instantly. Anyone charging you a service fee to obtain one is selling you a five-minute form. Green tax is a separate cash payment of ₹150 to ₹300 for a car or SUV at the check-post.
Do I need an e-pass if I come to Ooty by train or bus?
No. Travellers arriving by train or by government bus are exempt under a High Court relaxation, as are toy train passengers. This is why a Chennai visitor who takes the overnight train to Coimbatore and hires a local cab has a simpler entry than one who drives 535 km.
How many days before travel should I apply for the e-pass?
As soon as your dates are fixed, because the daily allocation is capped at 6,000 vehicles on weekdays and 8,000 at weekends and is first come, first served. In April, May and the last ten days of December, weekend allocations can close several days ahead. It is free, so early application costs nothing.
Which check-post will I pass on the way to Ooty?
One of five, depending on your direction. From Coimbatore and Mettupalayam it is Kallar; from Mettupalayam via Kotagiri it is Kunjapanai; from Mysore or Bangalore it is Masinagudi on the Sigur route or Mel Gudalur on the Gudalur route; and Geddai serves the Kerala approaches.
What documents do I need at the Ooty check-post?
Four: the e-pass QR, the driving licence, the vehicle registration certificate and your hotel booking invoice matching the accommodation address on the pass. Carry the QR printed as well as on the phone, because signal at Kallar and Mel Gudalur is unreliable.
Is the e-pass needed all year or only in the summer season?
Sources published in 2026 contradict each other on this: one reports a permanent year-round mandate, another reports summer restrictions being lifted by the High Court. We verify monthly and cannot state it as settled. Apply regardless — it is free, takes five minutes and removes the risk entirely.
Does the e-pass cover Kodaikanal as well?
No. Kodaikanal has its own pass on the same portal, with lower caps of 4,000 on weekdays and 6,000 at weekends. An Ooty and Kodaikanal combined tour needs both, applied for separately, with the correct entry date for each district.
If I hire a cab, whose responsibility is the e-pass?
Ours, on any vehicle we supply. We file it against the registration number before travel using your dates, passenger count and hotel address, and send you the QR PDF. If our vehicle carries a TN-43 Nilgiris plate no pass is required at all, and we will tell you which case applies when you book.
What is the penalty for entering without an e-pass?
You do not usually get to find out, because it is a barrier check rather than a fine: the QR is scanned against the day's list and a vehicle that is not on it is turned back at the post. The practical cost is the 88 km you have already driven and the hotel night you cannot reach.
